Prior to all these decisions there will be negotiations with the World Chess Federation FIDE during the next weeks. Carsten Hensel says: "We are waiting for the written confirmation of our bid from the World Chess Federation. Thereafter we should discuss the details of a contract." Hensel, who was the manager of the ex-world champion Vladimir Kramnik for many years, has been consultant to UEP since the 1st of January 2009.

Players from 10 countries in Zone 3.3 will compete in a tournament to be held in Ho Chi Minh City from July 20-27.

The best female and male players will take part in the World Chess Championships in Codino, Italy, this October.

The last Zone 3.3 Chess tournaments, held in 2007, saw Grand Master Le Quang Liem and Woman Grand Master Le Thanh Tu both qualify for the World Championship.

It is certain that Anand, Topalov and Kamsky are going to participate in this. But why not Kramnik? He is the loser of a world championship final same as Anand/Topalov. And Kamsky is a losing semifinalist from the world championship ? Certainly Kramnik deserves his place above Kamsky. This is valid in terms of rating also (39 ELO difference). If FIDE wants to do kamsky some favour, let him be their wild card nominee.
FIDE Granprix has already lost its value by the famous withdrawals. Hence only one place need to be reserved for that. ie. the winner. Let the other one allotted to the highest rated player who has not already qualified.

The PB acknowledged and accepted the bid from UEP for the World Chess Championship Cycle 2010-2011. In 2011, there will be a Candidate Matches/Tournament consisting of GM Kamsky, the loser of the Anand-Topalov match, two players from the Grand Prix series and one player from the World Cup, two highest rated players not already qualified and a player nominated by the organizer. The winner will play the World Champion in 2011.

On the other hand we have: a player nominated by the organizer and not by the FIDE.

Makarycheva: Recently, FIDE decided to change the regulation for the final competition of the next cycle. Originally the match between the winners of Grand Prix and World Cup was planned, but now this is replaced by a match-tournament of eight candidates. What do you think about this change of regulation?

Topalov: My reaction was negative. After all, it is not a secret that had Kramnik won the match in Bonn, nothing would be changed in the rules, and Anand would be forced to fight for the return of his crown by going through the World Cup in Khanty-Mansiysk. While now the defeated player from the match in Bonn, Vladimir Kramnik, will enter the candidates tournament without qualification.

On the other hand, we had a situation that "Global Chess" - the structure responsible for FIDE Grand Prix - failed to organize several events, the venue of which was quickly moved to other places and countries. Therefore, the situation is quite complicated.

In short, I am against it, but I perfectly understand that developments in this domain do not depend of me.

Nalchik Grand Prix is starting. It is actually part of the World Championship cycle. First games are interesting, Leko and Kamsky battle each other. Well, Kamsky is to the next round by rules, but Leko is afavorite for me in this tournament. Will he join Anand, Topalov, and the rest of players? Time will show. Games start tomorrow at 15,00 and will be live on the official site.

FIDE and UEP Without Agreement

FIDE Press Release / 12-5-2009

FIDE announces that the negotiations with Universal Event Promotion (UEP), the original bidder for organising the final stages of the World Championship cycle 2009-2011 (Candidates Tournament and Final Match), did not reach a final agreement. FIDE is already in contact with other organisers and sponsors interested in holding these events.

Released by the FIDE Secretariat - 12 May 2009

UEP news service 13th of May 2009

The negotiations over the organisation of the forthcoming World Championship cycle 2010-2011 (Candidates Tournament 2010 and World Chess Championship Match 2011) between Universal Event Promotion (UEP) and FIDE have failed.

Due to different agendas relating to organisational sovereignty and commercial rights, the parties failed to reach an agreement. Aggravating circumstances included FIDE's financial expectations beyond the original tender details.

UEP – the only bidder for the tender – believes that under such circumstances a permanent and successful marketing of the World Chess Championship will be questionable.

The negotiations ended by mutual agreement.
